Been there - done that... I know this is an old old boring issue.
HOWEVER, I was walking at the Trapps today with my dog (25 lbs)and passed this guy who was on Retribution with a soloist. His dog (75 lbs) was at the bottom, seemed nice, but proceeded to attack my dog. He/she stopped the abuse only because I was hitting and yelling at him/her. A minute later, a guy came walking by and was charged by the same dog, who was barking and growling. I think he went home with a soiled underware.
By now you would have figured out that the dog was a) Unattended b) Unleashed c) Out of control
The guy finished his climb and came back down, apologized, but I told him that his dog HAD to be leashed and under his control at all times OR to leave him at home, as he was obviously not safe.
WHY does this have to happen?
Taking your dog to the Preserve is not a right, it is a priviledge. All the dickheads out there who leave their dogs unattended and barking at the base of the cliff are going to see their priviledge end once the Preserve gets serious about this.
Please don't be a dickhead. Bring your dog to go for a hike, but if you are going to leave the dog unattended at the base of the cliff, just leave 'em at home.
I think you should tell us how you really feel and stop holding back. Unfortunately, the people who need to hear this are probably not going to read or heed this.

Billy, of course we have no idea whether that was you or not, but since you seem to have some attitude, perhaps you should also know what the Preserve policy is about dogs belonging to climbers:
Dogs must be attended and leashed at all times: To avoid having your dog disturb others, don’t leave your dog tied-up at the base of a climb. If you leave your dog unattended, it will be removed by an animal control officer.
Hope that clears up any misunderstandings you have about who exactly ought to be staying home.
Teddy says "Kiss My Butt any dog-haters!!!!"(I/he don't mean that. I just like that picture and will stop at nothing to post my puppy's photos.
oops! There's another one!
Seriously - I am sorry to have read the OP's experience. It's awful to think you were in a position of having to physically repel a dog like that. Very frightening.
